Conspiracy against the UEIR is treated as a "minor crime" or starts at that level.  Conspiracy is like when I post a video from youtube.com and someone removes it purely because I embedded it on a website or blog (like the now missing 10 Commandments from 1956 film which was on this blog last week).  Keep in  mind that actions add up for the person's individual Judgment of their Soul before Lord Osiris in Duat (i.e. Lord Seponal-S7 of UEIR), and stack on crimes;  if this accumulates the Scales of Ma'at (Justice) will be heavy with Sin and the person may fail, causing Annihilation of their Soul or entrance to Aset Tchabet (Egyptian word for Hell).
