Citizens, and have similar rights as Full Citizens. They just cannot vote for UEIR Candidates in the Republic.
Provincial Budget:
The UEIR
Provincial Budget is established the First Month of each season. Each category is subdivided according to
available funds. The starting point is 100% or “One Million Dollars USD$” and is
deducted by each subject from that amount.
If the revenue is less than that number, deduct as needed; if more, add
as needed. Viziers (PM) Collects and
Sets Taxes though Pharaoh has last word on purchases or expenditures.

Temples, Technology: 10%
Military/Police/Firemen,
etc.: 15%
Health,
Social Services, etc.: 20%
Infrastructure,
Roads, Housing: 5%
Farming,
Food, Energy, etc.: 10%
Sanitation,
Water, etc.: 5%
Servants, Insignia,
Employees: 5%
Monuments,
Museums, Tourism, etc. 5%
Welfare,
Savings, Trade, Textiles: 20%
Other: 5%
