Should Hoarding be illegal?

During any Crisis (Such as the Pestilence COVID19) should Hoarding be considered illegal?

1. It causes Famine, which by definition is any "shortage" not necessarily Food.  
2. The stores are bare and have nothing to sell.  
3. People who need something cannot receive or buy it, such as medical treatments, food, toilet paper, soap, etc.
4. It's not Thermonuclear War.  You don't have fallout shelters.  
5. It's no one's fault.  Except for the hoarding.  
6. People are buying guns to protect their illegal hoards.
7. Guns cause crimes and Mass Shootings -- where is the progress for that?

People should not be greedy.  This isn't Russia.  Also don't resell items for profit because that is called Price Gouging, which is illegal.
