Plutocracy...

A Plutocracy is a form of Government where the wealthy and affluent govern the people.

In this Govt. there are No Citizen Income Taxes, allowing the people to retain their earned money. This prevents poverty and homelessness. Industrial Taxes are 15% of all profits. Sales Tax is 5% of all public sales. Exports are taxed at 5% of value. The Wealth Cap (Tax) is set at $10Billion; anything over that allows the businessmen to retire and work for the Government as an officer. All Government officers work as Volunteers, so no money is influential (prevents bribes or corruption). Surplus revenue is given to the Treasury, automatically. Currency value is based either on prosperity or happiness of the citizens. Govt. work is motivation for labor, and there is a Business Morality Code for workers that prevent crimes.

Charities that serve the otherwise poor are obsolete, except for other causes like animal care, social justice, or foreign affairs. The Middle Class and Wealthy are the main social status classes.

Once personal wealth (cash) reaches the threshold of $10Billion, the money is sent to the Treasury. Real estate values, stock or other commodity, or valued items do not count towards this amount, only cash. The person may retain their property and money under the threshold level. Once this level is reached the person has the option to work for the Govt. in some capacity.

The Wealth Cap supports the Government in place of income taxes. It also prevents people from having too much money that leads to overzealous actions (like reckless spending).

Dense high-rise buildings for habitation replace single-level housing. Free hotels provide shelter for visitors, tourists, displaced people or refugees, and those affected by Climate Change, Wars, or foreign affairs. These are paid for by the State.

Farms will exist on multilevel Greenhouses rather than on one plane of Agriculture. These are irrigated with plumbing and artificial humidity devices and artificial sunlight (lamps). Granaries will store the food items under controlled settings; waste is recycled as mulch or fertilizer.

Asteroids near Earth will be mined for minerals and metals. Used Space Stations will find a new purpose as hotels for Space Tourism. A Moon Base(s) will exist to regulate frozen water or ice for habitation, with robotic factories to build space ship elements. Space Tourism may also find hotels on neighboring Planets (Mars) as part of a Colonial Expansion.

Desolate islands in the Ocean may become launch sites for Rockets that deliver Space Tourists or Space Ship vehicles, satellites, parts, or supplies. Other islands may support Solar Energy Farms, Wind Mills or other forms of energy collection. Landfill artificial islands may support hotels for workers.

Space-Recycling programs may clean the space debris in orbit around Earth or other Planets as deemed necessary. The debris will be melted down for space parts.

Hard Currency will be recycled gold and silver metals unless a metal shortage exists, in which case recycled linen or other cloth fabric shall replace it. USA Dollars are presently fashioned from linen and cotton fabric, not wood paper. Silk paper is an option, with bio-degradable soy ink.

Military (if any) shall be mechanical as in robotic Sentries, Drones, computer-based, with human technicians. Artificial personas or avatars that resemble human people are the soldiers’ mental appearance. Bots are programmed with every known human language, with electrical shock as defensive measures. Police will also be robotic. The crimes will be listed on an integrated view-screen with audio messages; Brail codes will be available on the screen.

Fines for law violations are deducted from one’s business accounts, not their private accounts. Fines shall not be excessive only standard, but may increase by a factor of 10 per crime, not stacked. If one crime is committed and there are several counts of the same crime, the person will only be punished for one count with factors existing by 10 points after the initial count. So a 10 year sentence with 40 separate counts will be 10 years plus 40 points added; payable in recycled gold or silver currency.

Violations are punishable not by prison, which accomplishes nothing, but by labor without pay (or benefit). Labor will be supervised by Bots.

The Virtual Reality Life Simulator (Meta-Verse) is the replacement for the written Internet. This may be in goggle form or as holographic projections. Educational facilities will teach people who are in Space Stations above Earth or other Planets, in foreign lands, in hospitals, via the VRLS. Books may be uploaded to the VRLS in digital form, along with accompanying images, videos, computer games, music, other media, etc. Education is via Bots programmed by scholars. Artificial holographic Art or Sculpture is also uploaded to the VRLS or via cellular phones or other technology.

Artificial Telepathy using devices attached to one’s skull or in eye glasses will be computerized. This will be the premier form of communication (aside from Natural Telepathy of course). This will also send computer images mentally in case one develops blindness from eye diseases (Glaucoma, or Macular Degeneration), allowing a form of sight.

Travel may be via gravity bubbles or aircraft, space craft, antigravity, vertical landing air taxis, or other technology.
