The King is all branches of Government as One Person.
A Pharaoh is a Court of the King; the King and his Courtiers and other servants.
It is the King who may issue warrants, law suits, ordinances or edicts (temporary laws), adjust trade and tribute/taxes, command the Army and set Peace accords, and other related ideas.
