City Ordinance: "If a Building in a City remains empty longer than 1 month, it is required by Law to provide Shelter and Services to the local Homeless population. If this Law is followed, Businesses may wish to remain in the building to maintain the dormancy of the building, so that the local economy is strengthened and allowed to fund rental space for the Homeless in that City."
