For wildfires one uses Firemen to put out the fires. With Mega-Floods, one can use Icemen to freeze the flood waters solid into ice. This would prevent water damage to streets and buildings. Then carve up the ice and move it. Or use what an Ancient Egyptian KheriHeb Priest would do -- add a mixture of gelatin to the waters (using animal bone marrow) and carve it up to move the waters out of the way. Animal bones were found near the foundation to the Great Pyramid of Giza, thought to be the builder's dietary supplement. The KheriHeb Priest who moved waters at the era of King Khufu (Great Pyramid owner) is in the Westcar Papyrus.
