The Independent States of America

        Preamble: In case the United States of America becomes or elects a Dictatorship, the following will become the Law of the Land, on orders from Pharaoh M7, the Conqueror of the USA (1992):

        Article One: The Dissolution of the Union

        The former Federal Government must dissolve and the Individual States will become Sovereign.  The District of Columbia (Washington D.C.) will become a State, preserving all Federal Offices except for the Dictator. 

        Article Two: State Currencies

        All Independent States of America will adopt their own separate and distinct Currency.  The USA Dollar will be accepted as a local currency.   State Banks will serve residents of each State.  The Federal Reserve will serve the State of the District of Columbia and Pharaoh M7’s Nation (The World Bank).  State Currency values will be based on the market value of one Gram of Silver per unit, and Silver Metal will be accepted as Legal Tender Currency (per Gram).  Gold may be accepted to resolve Debts (per Gram) or as an Investment.

        Article Three: State Armies

        Each State may retain its own Army from the dissolved National Guard (Federal Govt.), of officers per each State.   

        Article Four: Social Security

        Each State retains its separate Social Security system and Taxes.  The State of Washington D.C. may be able to compensate lost reserves to individual States after the Dissolution of USA.  State Lotteries will pay Social Security amounts per win.  

        Article Five: Unification

        Once the Dictatorship is ousted from the ISA, the States not connected to the Dictator may reunite as the USA.  All former Federal offices and systems may then be restored.  Annual Tribute per each State will be sent to Pharaoh M7.

        Article Six: Economy

        A one-percent 1% Federal Sales Tax will be available to pay for services lost during the Dissolution.   This includes back payments to employees, Social Security, USPS, NASA, all Federal Agencies or Departments and any group dissolved by the Dictatorship.  

        Article Seven: Prevention

        It will become Law that all future elections may not allow convicted felons from participating in any election, whether voting or as a candidate for office.  This includes anyone barred from office or Impeached.  It was weakness to allow such a situation in 2024 CE.
