The device used in Havana Syndrome is said to use Microwave Energy pulses, which is Electromagnetic energy, the same found in Telekinesis.   So the device is like a Psion Amplification Module that can be controlled with Telekinetic movements, like a “Punch in the throat,” or “Gripped head,” or other moves.  Actual Telekinesis uses the body part where it is harnessed (hands, foot) to guide the reaction. 

Russia and CIA both studied Psychic Warfare in the 1970s.  The Device for Havana Syndrome (originally discovered in USSR-ally Cuba in 2016) can be a Psionic technology.  Telekinesis can penetrate walls and glass windows, because it operates Dimensionally.  The easy way to develop Telekinesis in the hands is by casting Dice while calling out the desired number on the Dice.  When the Dice react (if one wants “Snake Eyes” or “Lucky 7”) to the called number and lands on that number, the experiment is successful.  Casinos are excellent for Psychic Testing.  Telepathy likewise is used in Casinos, for detecting “bluffs” or “Card faces.”
