This was before Yasser Arafat of the PLO died.
S7 planned on creating an Independent City-State out of it, as S7 is a Grandmaster of the Templar Knights in USA. The Templars are credited with securing transportation into the Holy Lands. This work was postponed after Al Qaeda interrupted it by attacking the USA in 2001. The Templars are a secret society dedicated to preserving holy sites in the Ancient World.
