The "Ohio man who sat at a corner showing a bully sign" reminds me of the UEIR Plebeian Law Code of 1996, whereby the violator must wear a sign showing his/her crimes.
The Code Caesar 5.0 (series) is the current laws of the UEIR, the Plebeian Law Code is outdated and no longer used. You can find a copy on the blog above in the linked pages section.
