USA needs to Budget its Taxes

If USA had a Spending Budget of $1Trillion USD: it would have $500B for Domestic Spending and $500B for Foreign Affairs Spending per year. No borrowing from either side would be allowed if depleted. If Spending exceeds the amounts this would increase the National Debt. If overspending Foreign Affairs, USA would lean towards an Imperial Govt.; if overspending Domestic, USA would lean towards a Socialist Govt.
USA has spent on the War in Ukraine about half of the Budget of $1Trillion USD (projected). USA has spent on Domestic issues about half for Infrastructure, Social Security, Immigration issues, Climate Change damages, Crime, clean water and energy (projected). Once spending reaches the limit, no further spending would exist per year; except Emergency Spending from a special fund of $150Billion separate from the Budget. People must be aware of their spending. If less is spent each year, the dividend may be added for Next Year’s Emergency Fund, not “returned to tax-payers” policy. USA should opt for $1Trillion per year in each tax year. If it receives more than this, the money should be set aside for Emergency funds, not “special projects” than would be added to the next year’s Budget, or not accept more revenue from tax-payers per city or county.
