If the Polar Ice Melts Completely (which it is) then the Ocean Levels will Rise, sinking all Pacific Islands including Niihau and parts of ocean-level California.
Given this, why not develop parts of Niihau for the benefit of the residents?
(They can live on Kauai, it is higher up in elevation).

1. Build an Archaeological Park (for excavations mostly, before it is underwater).
2. Create desalination/Reverse Osmosis for drinking water and sanitation.
3. Solar and Wind Energy for Electricity. Recycling for the beaches.
4. Make the Native portion into a Native Hawaiian theme park.
5. The rest of it can be a reinvention of KMT (Ancient Egypt) Civilization.
6. Build retaining walls around the perimeter to offset the ocean levels.
7. Create hurricane or weather resistant buildings.
