When crossed this means the universal sign for “Death,” as only crossed scepters in Ancient Egypt refer back to Osiris, the God of Life and Eternal Ruler of the Dead in Duat. Using Ancient Egyptian Symbolism on your flag indicates Ownership, like naming battleships after President Kennedy means “he owns it.”
Ancient Egypt owns Russia (USSR) via Osiris (S7). Besides this, Lord Osiris S7 conquered USA in 1993 and USSR in 1991.
