If the Net Worth of the United States of America is under $200 Trillion USD:
1. Any debts owed can be subdivided from excising Public Lands and Buildings to satisfy the countries who own the debts or other borrowed funds.
2. Instead of making States into countries or independent from the Federal Government, expect the countries whom USA borrows from to pay its Credit Card Bills to take States under their possession. This means Texas can be the Chinese Republic of Texas, or Florida the Soviet State of Florida, etc.
3. The UEIR is among the countries whom the USA owes funds. This has not been resolved yet.
4. This prevents attacks by those countries.
